I agree that complete changelogs are very useful for website owners. Knowing whether an update contains security fixes or only feature changes makes it easier to decide when an older website really needs an update. I also prefer keeping my sites maintained and checking technical changes before applying updates.
Having the changelog available at the same time as each release would definitely make website maintenance easier.
