On one hand, yes, he likely gives the franchise the best chance to win games, but the ceiling is low. And on the other hand, he isn't the answer because he won't lead this team to a Super Bowl, and given his age, going with the younger Howard could be the better option. Cousins or Garoppolo are interesting options, and could offer more than Rodgers, but right now, the Steelers don't appear to know what direction they will be going in.
